Can I make a standby reservation if there are no seats on the desired date?

We operate a system where reservations and ticketing are made at the same time.
So there is no standby reservation. However, available seats may be added due to refunding customers after seats sold out. In this case, in the same way as booking a regular flight on the homepage, you can book a flight.
